Career:

Arrived Melbourne c1853; called to the Bar 1873; briefly a tutor South Australia; practised in Melbourne till c1885, having gained degrees Melbourne University, BA 1882, LL.M 1885; from that time devoted his life to politics. Famous for oratory and successful campaign for divorce reform.

 

Parliament:

He was a member of the Liberal Party and MLA for Normanby from May 1880 until May 1904

Attorney-general and minister Railways 5 Nov 1890-16 Feb 1892; premier and treasurer 16 Feb 1892-28 Apr 1892; premier and attorney-general 28 Apr 1892-23 Jan 1893; treasurer 5 Dec 1899-19 Nov 1900; treasurer 10 June 1902-21 July 1903; minister Railways and vice-president Board Land & Works 21 July 1903-16 Feb 1904; royal commission constitutional reform 1894.

 

 Shiels lived at Summerland house, 17-27 Fitzroy Street, St Kilda from about 1890 to 1904.
