Hi Bonnie: I'm not sure if anyone from the St Kilda Historical Society so apologies if this response is a delayed duplicate. I have attached a couple of pieces about St Sidwells. The City of Glen Eira seems to believe that part of the original St Sidwells has been integrated into the more recent 6 Sidwell Avenue, although it doesn't look much like your photo.

Bonnie, I have only been able to clarify the name and street of the mansion [beautiful building by the way!]. The information I have found comes from Robert’s obituary:
HARVEY.- On the 1st May, at "St. Sidwells,"Balaclava road, East St. Kilda, Robert Joseph Harvey, in his 91st year. The Argus, (Melbourne, Vic.),Thu 2 May 1918

Dear Peter, I understand that you are a historian of St Kilda’s architecture and wondered if you might be able to provide me with a little information about the house in the attached pictures. It was owned by some of my ancestors, the Grigg family, in the early 1920s and is identified as “St Sidwell’s”. I note that there is a Sidwell St in St Kilda East, but that there are no Victorian mansions looming over it, so assume that the house probably no longer exists.
